AML/CTF Rules
The AML/CTF Rules are subsidiary legislative instruments made under the AML/CTF Act. The AML/CTF Rules provide the detail for the broader obligations set out in the AML/CTF Act. Their official title is the Anti-Money Laundering and Counter-Terrorism Financing Rules Instrument 2007 (No. 1).

How Rules are made
The AML/CTF Rules are made by the AUSTRAC CEO and then registered on the Federal Register of Legislation. Changes to the AML/CTF Rules are made through individual Amendment Instruments, which are then combined into a single compilation of the full text of the AML/CTF Rules.
All amendments to the AML/CTF Rules are developed in consultation with relevant government agencies, industry and other stakeholders.
Explanatory statements
Each Amendment Instrument that adds to or changes the existing compilation of AML/CTF Rules must be accompanied by an ‘explanatory statement’. The explanatory statement provides a plain English explanation of the reasons for making the instrument, summarises its likely impact and effect, and gives a detailed provision-by-provision description of how it is expected to operate.
